In 2018, Dr. Kimberlie A. Massnick established the Institute for Cold Case Investigations (ICCI) at Indian River State College, creating a groundbreaking educational and investigative partnership between higher education and law enforcement. ICCI was founded with a dual mission: to provide students with unparalleled hands-on investigative experience while assisting law enforcement agencies in reviewing and advancing unresolved criminal cases.

Rather than working from hypothetical scenarios or redacted case studies, ICCI students are immersed in actual investigations and become part of the review process under the supervision of agency personnel.
Before gaining access to case materials, students must successfully complete a Florida Department of Law Enforcement (FDLE) examination and undergo a background screening process. Once approved, students are granted access to complete case files and investigative records, allowing them to examine evidence, investigative reports, witness statements, crime scene documentation, timelines, and other critical materials that are typically unavailable in traditional academic settings. This level of access provides an educational experience that closely mirrors the work performed by professional investigators.
Under Dr. Massnick's leadership, ICCI students have worked side-by-side with detectives to review evidence, identify new investigative avenues, organize and preserve case records, conduct victim-centered research, and develop investigative recommendations. While developing the proposal that would ultimately lead to the creation of the Institute for Cold Case Investigations (ICCI), Dr. Kimberlie A. As a criminologist, victimologist, educator, and community advocate, she envisioned an institute that would extend far beyond the classroom—one that would provide meaningful support to victims, families, and law enforcement agencies while preparing the next generation of investigators through real-world experience.
Despite the recognition ICCI has received, Dr. Massnick has consistently maintained that the work is not about personal accolades or public recognition. In fact, she often prefers to remain behind the scenes, believing that the focus should always remain on the victims, their families, and the pursuit of justice.
As Dr. Massnick often explains, “It isn't about the awards or accolades, which is why some people want to be associated with doing good deeds. It's about doing what's right and taking care of the people and places we live in.”
